York County Missing Child Task Force & K-9 Lou

Mission

To establish a countywide child abduction response plan whose purpose is to create an interagency coordinated response to abducted missing and endangered children in York County. The plan will identify  responsibilities, coordinate resources, enhancing the recovery efforts of law enforcement.

History

In December 2006 a coordinated effort began to put together this task force including agencies such as the York County Sheriff's Office, York County District Attorney's Office and its County detectives, West Manchester PD., Stewartstown PD., York City PD., Adult and Juvenile Probation, Children & Youth, MHMR, Court Administration through the Criminal Justice Advisory Board. These core agencies put together a plan meet with the National Center For Missing and Exploited Children and the York County Missing Child Task Force was born. 

In February 2009 York County in conjunction with the U.S. Department of Justice, AMBER Alert national training and Fox Valley Technical Institute hosted Investigative Strategies for Missing and Abducted Children. Members from thirty seven local and federal law enforcement agencies all over Pennsylvania participated in four and half days of classroom training.  Instructors from departments like the Dallas Police Department, Cook County States Attorney's Office, Knoxville PD. Albuquerque N.M. District Attorneys Office and Arlington Texas Police Department came to York to share best practices in investigating missing and abducted children. 

K9 Lou turned one year old in January 2009 and continues to work on perfecting his trailing technique. With over 150 trails since he has come to work in York he continues training toward his goal of being a full working member of the department. In November 2008 The American Bloodhound Club awarded him his Mantrailer title after his field trial in Lancaster County.

CHILD ABDUCTION RESPONSE EFFORT (CARE)

BECOMES 12TH TEAM IN THE NATION TO BE A CERTIFIED CHILD ABDUCTION RESPONSE TEAM

On October 21st & 22nd the York County Missing Child Task Force went thru it National Certification test. Evaluators from the US Department of Justice Juvenile Justice Programs and the National Center For Missing and Exploited Children spent two day sifting thru the Task Force's Policies and Procedures and on Friday evaluated how they would handle a child abduction. 

In the early morning hours of Friday October 22nd under a full moon a lone child walking in Dunedin Park in West Manchester Township was abducted by two men driving a grey 4 door Nissan pick-up truck. Witnessed by three students from York Technical Institute's Criminal Justice Program who played the parts of joggers and a passer by in the park York County 911 received a call around 06:45 for a witnessed child abduction just occurred. This set in motion multiple responses with in the county. West Manchester Police Officers responded to the park and began to interview witnesses and finding this to be a child abduction requested their detectives and a supervisor to respond. In addition to those responding an immediate request went out for Sheriff's deputies in the area to respond. As units began to gather in the park police radio's and Mobile Data Terminals in patrol units all over York County began to receive the BOLO ( Be on the Look out) for the suspects and the child. Sgt. Rick Trout of West Manchester PD. assumed command and requested the Child Abduction Response Effort Team to respond. This request brings officers and detectives from York City PD, West York Borough PD, York County Sheriff's Office, West Manchester PD, Stewartstown PD, Pennsylvania State Police, Adult & Juvenile Probation, York County District Attorney's Office, the FBI, the US Marshal's Fugitive Task Force, and York County Department of Emergency Service's. All personnel on the team has received specialized training from the NCMEC. The arrival of the team starts 3-4 hours of going thru all the real steps they would use to locate a missing or abducted child. Members of the team not knowing the scenario had to figure out what happened to the child thru tips phoned into the teams Hotline set up at the Emergency Operations Center. Three hours into the scenario they got the break they needed the child is recovered unharmed and the suspects are arrested moments later about 2 miles from the child.

Second crime scene is discovered thru tips phoned into the CARE Team Hotline which leads officers and the teams K-9 unit to the York County 4-H Center in West Manchester Township. Units from the West Manchester Police, York County Sheriff's Office, the Pennsylvania State Police, and the Citizens Emergency Response Team (CERT) prepare to search the grounds for the missing child. A search of the grounds with the Sheriff's Office's and the Teams Bloodhound found the child hiding in thick brush after being dumped by his abductors
